Since the chat mechanics have been improved, so has the ability to repeat/ recall/ spam what someone had said a second ago or more. If the method you are going for works without annoying too many people, I'd say that would be fine, but generally we'd safely say at least 3 times every 30 seconds- 1 minute-- that way you're not taking up too much of the chat space.
Considering how many people get on our server, it's difficult to manage everyone at once unless some guidelines were put into place, which we should probably do since this has been becoming an apparent issue as of late.
