Perhaps, the sprites could just be judged, and if they are up to par with what ever the standard would be, then they could be moved to the world. In a sense, no one can build in the world, its just a display world.
This makes the most sense to me.

Why you should become an Operator: I have a lot of experience in the minecraft community, having been an operator on the Classic server back when we had hundreds of guests on at any given time. I have also had experience co-running an SMP server for several months.
Additionally, I believe I am a mature, reasonable player and person, capable of handling the demands of moderating the Creative server. I know how to tell the difference between a well-meaning player who accidentally broke a rule and an ill-intentioned player is just there to grief and cause trouble. I'm capable of helping new players learn the ropes and instruct them in the use of our commands. I believe I am a fair judge when it comes to build quality. I was one of the stricter ops on Classic and I think that will fit in with the new standards here on Creative.
