As far as I know...only mods can recommend trusted players. And trusteds, if asked by mods, are allowed to give their opinions. It's not officially recommending someone though, unless its a mod that recommends. Trusted can give opinions on players that mods can take into consideration when deciding for trusted members.
Members, however, generally can't "recommend" players, as even trusteds are barely allowed to recommend.
That's what I think, at least....I hope that made sense.
