if i got a nnew name in minecraft and i wanted my ranks back in opticraft(trusted would i be able (op<admins,owner) pm me about what the name is

If you want to transfer your Trusted rank across to your new account, that can be done :)

Well, I'd transfer the Trusted rank from your current account to the new one, so if it wasn't your account then you'd basically loose Trusted anyway ;)
