I was wondering if I had made all flags of Europe would I get Builder rank?

That takes time and effort, and the builder rank should be about the amount of effort put in+ quality. Its a possibility they may accept, but it's up to them.
I would suggest you try building more complex buildings with good details, but that is just my opinion.

No you wouldn't. Thats like saying "If I made 50 8 bit marios, am I any more likely to get builder than with 1 8 bit mario." We don't want quantity, we want quality.

Flags are too easy and simple.I believe you can't get recruit even with only flags .(Well,that's what I think)

I have an idea..
Make a building, with floors, the flags.
Make the building lying to two sides like a cornet like that shape "<"  So, it has to have quality, good shape design, and nice decoration..
