No, if you fell in one block deep of water, you would take damage from a certain height and above like claw said, the no damage height is 2 blocks and it's always been that way.

you are wrong.
its possible to take fall damage in 2 blocks of water.
it just depends on falling height

The minecraft falling rule is 1 block deep of water counteracts 16 blocks of fall distance. If you fall 32 blocks and land in a 1 block height of water then you will take the damage equivalent of falling 16 blocks since 32(jump height) - 16(taken away by the 1 block high of water) = 16.
