My suggestion is some sort of plugin that prevents placing doors in front of a nether portal. I've been stuck twice, and I know I'm not the only one. Just scroll down the support page and you'll see a ton of posts regarding this matter.

If this were to be implemented, people would still be able to obstruct the portals using other blocks such as trap doors or even fence gates. So you'd want to block more than just doors.

I get why you'd want this implemented, but there are a few things to look out for.
Pistons could be used to push blocks in front of portals.
Sand, gravel, and anvils can be dropped in front of portals.

So instead of blocking the placement of blocks in front of the portals, it could possibly be simplified a little more.
Such as checking x blocks around the player to see if they're in an obstructed portal, and teleporting them out to the nearest available space.

Just a thought.

would be wiser to teleport them back to where they came from as i'm sure people are blocking the portals more so to keep people from using them as an entrance to their homes. teleporting them to an open space is like giving them free access.

Yeah you're right, I'm not sure how it'd all work, but I'm sure it's possible.

But I can see your reasoning.  Another plugin that could work is one that allows you to type while in a portal.
