To these of you who say this would cause spam: This message would only be displayed once per new player. If I were joining the server for the first time, then you would see "Welcome, Chief149 to the Opticraft server! Enjoy your stay!" After that, the above message will never be displayed ever again for me, but it wend be shown again if a new player comes up. It wouldn't be spam.
I may be drunk, Miss, but in the morning I will be sober and you will still be ugly.

Why not just modify the current "opticalza has joined the game" message for the first join? "opticalza has joined the game for the first time. Welcome to opticraft!"Seems like this approach solves the spam issue and identifies new players.
