So there are people who talk lots in forums and spam up posts, so why not have a shoutbox as seen here: http://www.simpleportal.net/ - the 3rd thing on the right if you scroll down.
 Although there is PM Shotbox would be easier to use in my opinion...
  So why not give it a try?

What if users paste malicous links and all, or start to clutter up the chat with spam, you wouldn't want that. Besides that, it would require more moderation on the forums, which I can guarantee that the staff aren't on here 24/7.

Just have it where only forum members can post to the shoutbox. Low chance of malicious links. If a user is caught posting those links then they can get forum banned.

Players can still get banned, and therefore it would be like having a new world just for chatting... If you get what I mean.

I think you all are making this far more complicated than it needs to be.
Chief has the best idea. All it needs is a shout ox where only forum users can write on it and that's that. Nothing fancy like shout box moderators or anything.

Lol, yeah. It would make it easier, but even users still might uh... OK I forget the word but they might... take advantage of their "power".

So why not give it a try for a few days and see how it goes?
