I've seen animated picture frames in a friends texture pack, so I thought I would ask. You mean like item frames? the items are animated if you put them in one, otherwise what would I animate on the frame?

Can I implement some of these texutres in my pack (Which is public)?
I just tried out the texture and it is great. One suggestion for another block is to make the eye of ender or maybe blink like it was a real eye.
