in all seriousness, i dearly feel the we desire and require a Whispering system. I find it excruciatingly annoying when i need to say something to one person, and then the whole server hears what is projected across the chat box. However, there would be immense disadvantages of this. Some of them are
-Bullying. The only person reading the message is the one who sent it and the one the message  is intended for. meaning they could insult people and not be proved wrong, seeing that no one but the recipient had seen the message.

saying that, if such a device is implemented, it should only be available to people with a rank, meaning recruits or higher, as to not being able to be abused.

Firstly, no need to speak in such formal and somewhat obfuscated English. Being clear and concise is much more intelligent then drawing out your sentences and stating the obvious.
Secondly, this has been added. Use @name to send a PM to them. I'll add a message to the periodic announcements in game soon to let people know about it more publicly.
