Well he might state that because there could be more than one meaning to RP, and he's stating that if it means what he thinks it means, then he wont do it. Now, if it wasn't what he thought it was, you could correct him in which case he may change his mind. But if he never did post this, then you wouldn't be able to correct him if he was wrong.
