Rei's minimap is client-side, so only the player using the mod can see it, so other players won't be able to tell where to go without a minimap, which would be considered an advantage

Where to go? What happened to the player's eyes? -_- Rei's minimap gives no indication of direction or route mapping (As far as I am aware and have seen). It can't even help with caving/hill walking as it is all in 2d from the top view and overground.
You wouldn't be using it unless it somehow gave you an advantage.

However, it's solely up to the Operators and Administration to deem what is acceptable for use.
I am an operator. If you want, you can ask relkeb but you will most likely get the same answer.

My main reason for using it is that I use it on another server, where it helps me, as everything is WAY more spread out. I really can't be bothered to switch jars every time I play.

actually i want to ask about a mod too. was about to start a new topic, till i saw this.
im wondering about the Dynamic lights mod.
you can find it Here.
it basically makes lighting attach to objects, so if a mob is on fire, it lights the surrounding area
the player can carry torches to light around them, and can throw them sort of like a glowstick
to light up the bottom of a hole.
this is a functionality i believe should have been in the original minecraft i think :/
anyways, just wondering if i could use it? im thinking the answer is probably no, but its worth asking >.<

But yeah, you can't use any mods that give you an unfair advantage over other players.
I don't think either of those 2 mods would be allowed. (correct me if I'm wrong) but the obly mods that you are allowed are things like minimaps.

Most client-side mods are prohibited from use in the server because they provide an unfair advantage over other users (as what xDeeKay had said). Also, Elemental Arrows and Coal Weapons are both client-side, so they would not be able to be implemented into the server because they are not server-side mods nor plugins. In order for certain mods to work on the server, it must be able to work for everyone.

We cannot tell everyone to install certain client-side mods in order to "play" on the server-- we just cannot ensure that kind of gameplay. Again, the mod must work for everyone if they want to use it.

We have a live dynamic map for the SMP server (which updates every hour or so), so Rei's minimap mod is not restricted for use, as far as I can tell.

The dynamic lights mod seems fairly reasonable (at least for those who don't like to waste torch resources or dig in the dark). Is this mod client-side or can it be implemented into the server as a plugin? If it is client-side, I would say no, but again:
