Why my tools stop decreasing in durability?

Hi,
   When I went back to the server and started to do some mining, I realised that my tools will not decrease in durability. Is it a bug?

idk it might be new. It used to be that if you voted your tools would lose their enchantment and become brand new.

Ok thanks. I guess there was also abit of lag. The tools only started to decrease after some time.
