Moderator Applications-Rejections?

 I'm seeing posts saying that Moderator Applications will get rejected automatically because the Moderator Applications are Closed. Is that how it works? I read the moderator application template and information topic, and its saying that they'll review it.

 It is true that it doesn't say that they need permission to apply when it is closed. We need this to be clarified.

If The apps are closed, you cannot post a new app. However, if you app is not accepted or rejected when apps get closed, it will still be reviewed.
