I'm going add it as a city Vince, if you want it as a province you need at least another participating town/city. Plus there's no need for all that extra information. Really, it's not that hard to read.

I think a Province requires more than one biome as well.

It can although, A group of cities/towns that are tightly packed together, and work together could be considered part of a province or country
