What state is the project in, and what are your plans for its future, if any: Still in development, very early stages.

If you read a little bit further into the city applications, you may have realized that optical had this to say.

We are looking to preserve finished work, or work which has had significant progress made thus far, and is making promising progress towards completion. Extremely ambitious projects which have had large investment placed in them, but are very far from completion will not qualify

If it makes sense, it is nearing "completion", but not. As in, it will have everything required, but we will be adding detail. And small things. The city has made huge progress, and I believe qualifies
