First you have to become a member. Then you have to get trusted by gaining the operators trust. After that, you put in a mod app, if this app gets "on trial" then you get fly, god, and the ability to ban people, but you have a lot of responsibilites that comes with that.
Other than that, there is NO way to get fly.

As pew said, you have to work your way up through the ranks to get to the rank of Moderator before you are allowed to fly.
The why you can fly is using modifications which are not allowed on this server, but some other servers allow them. If your wanting to fly on this server then I would follow all the rules and slowly work up the ranks.

You can fly by adding mods to your single player games or by creating a creative game, but these are only single player options.
You can also fly by joining a creative game that allow it.

If you want to fly, waste money on Legendarycrap.
