I have a question. Is it allowed to chat on IRC while you are banned from the server?

I think so. Can't remember the name but someone chatted to us for ages before they made an appeal

They can, but if they are abusive or an annoyance on there then we will ban them from IRC too and that will probably lower their chances of becoming unbanned.
