thanks to "kittens4" & "buggyboy" for helping make the floor bcuz it was huge and i was laging and i was falling from my flying glass O.O

You're a member, not a Recruit. You will have to get promoted to Recruit before you try to apply for Builder.
To get promoted to Recruit, build something good and original, then show it to an Operator in-game. You can identify an Operator from their cyan/teal name colour.
