The reason you can't use water is because it is for only Trusted and higher. (It's to ensure people won't grief with water)
If you need help, Call over a Moderator/Operator/ or even Trusted.

Only trusted+ may use water to prevent grief. Ask any mod, op, admin, or trusted player to help you.

You need to be trusted+

Become trusted by being known between the admins and the ops so that they can trust you and rank you

Or ask someone trusted to help you out :)
Or also ask a mod or an op :)
