Title: Cannot Connect To Server

I have a friend who's IGN is Tamuz, he lives in Israel.
He can connect to every server except for smp.opticraft.net It always says

      failed to connect to the server
      connection timed out : connect

Any ideas as to why it doesn't let him connect?

Maybe its his proxy, Tell him to reset his router
