Hello Chipaton,

I regret to inform you that I will not be able to construct a rail pathway between Oceania and Fort Chip. Due to pressing circumstances, I was forced to pass some protective legislature, one of which being that no non-citizens are allowed to be in Oceania. I do not distrust you and your citizens, but in order to be fair, I cannot allow anyone into the city at this time. This law will be in effect until construction is finished and the entire region is protected, at which time I will revisit this matter.
