Anyone can build a bunch of buildings in a grid pattern, but in my opinion what makes a city truly special is the detailing. Streets, light posts, walkways, parks, planters, fountains, streams, bridges, etc. etc. etc.
Take a look in any (real) city and look at everything hanging around, besides the buildings. Then you'll have an idea of what to do with your city to make it special.
